About Us

The Ministry of Home Affairs (MHA) discharges multifarious responsibilities, the important among them being - internal security, border management, Centre-State relations, administration of Union Territories, management of Central Armed Police Forces, disaster management, etc. Though in terms of Entries 1 and 2 of List II – ā€˜State List’ – in the Seventh Schedule to the Constitution of India, ā€˜public order’ and ā€˜police’ are the responsibilities of States, Article 355 of the Constitution enjoins the Union to protect every State against external aggression and internal disturbance and to ensure that the Government of every State is carried on in accordance with the provisions of the Constitution. In pursuance of these obligations, the Ministry of Home Affairs continuously monitors the internal security situation, issues appropriate advisories, shares intelligence inputs, extends manpower and financial support, guidance and expertise to the State Governments for maintenance of security, peace and harmony without encroaching upon the constitutional rights of the States.

Mission

Peace and harmony are essential pre‐requisites for development of individuals as well as for fulfilling aspirations of the society and for building a strong, stable and prosperous nation. To this end, the Ministry of Home Affairs strives to:

  • Eliminate all threats to internal security;
  • Provide crime free environment to the society;
  • Preserve, protect and promote social and communal harmony;
  • Enforce the rule of law and provide an effective criminal justice system;
  • Uphold the principles of human rights;
  • Foster harmonious Centre-State relations and sustain good governance;
  • Effectively manage internal borders and the coastline;
  • Mitigate the sufferings resulting from natural and man-made disasters;

Key Objectives

  • Creating a society where respect for human rights in embedded in all aspects of social, economic and political life of the nation;
  • A modern inter operable and seamless criminal justice system in the country for greater deterrence in crime prevention with assured citizen centric services;
  • Zero tolerance for drug-abuse and making drug free India (Nasha Mukt Bharat);
  • Strengthening border management and creating world class modern infrastructure along India’s international borders;
  • Development of peaceful and insurgency free North-East Region as the hub of economic activity;
  • Use of technology and data-driven approaches (eg. cyber-security, digital policing) to improve efficiency and reach of internal security apparatus;
  • Modernise and strengthen the police, central armed police forces (CAPFs), intelligence and forensic capabilities;
  • Reform the criminal justice system (new laws like Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam) and promote faster, victim-centric justice;
  • Fostering harmonious Centre-State relation and strengthening Union Territory administration;
  • Promoting social inclusion, communal harmony and national integration, ensuring the rights of citizens and protecting vulnerable groups;
  • Providing disaster management, crisis response and maintain continuity of governance;
  • Promoting International Mobility by developing World Class Immigration and Visa Issuance System;
  • Institutional reforms, legislative development and capacity building in law enforcement & internal security architecture;

Citizens' Charter

A Citizens’ Charter represents the commitment of the Organisation towards standard, quality and time frame of service delivery, grievance redress mechanism, transparency and accountability. Nodal Officers have been appointed with a view to ensure effective implementation of Citizens’ Charter.

Official Language Activities

Hindi unit of the Ministry of Electronics and Information Technology is responsible for implementation of Official Language Policy of the Union and the progressive use of Official Language, Hindi in the Ministry and the Offices/Autonomous Societies under its control.
