Foreigners-II Division (FCRA) Regulates foreign contribution and foreign hospitality to ensure that associations function in a manner consistent with the values of a sovereign, democratic Republic, and that such acceptance is not used for activities detrimental to the national interest.
The Division frames and implements the Freedom Fighters Pension Scheme and the schemes for rehabilitation of migrants from former West Pakistan/East Pakistan and provision of relief to Sri Lankan and Tibetan refugees. It also handles work relating to Enemy Properties and residual work relating to Evacuee Properties.
Internal Security -I Division deals with matters relating to internal security, Law & Order, national integration, Punjab matters, arms & explosives, security clearances of projects and proposals, Official Secrets Act, 1923, Security of persons and vital installations, Rashtriya Raksha University, Administrative & Financial matters of Intelligence Bureau, Bureau of Police Research & Development and National Foundation for Communal Harmony.
"Division deals with all matters concerning letters of request for mutual legal assistance in criminal matters; National Security Act, 1980 and representations there under; administration of Narcotics Control Bureau; providing central assistance to victims of terrorist, communal and Naxal violence".
The International Cooperation Division is the nodal division for all matters pertaining to finalization/negotiations of agreements/treaties in respect of security cooperation, illicit trafficking in narcotic drugs and bilateral mutual legal assistance treaties (MLATs).
The Department of Jammu, Kashmir and Ladakh Affairs deals with all matters relating to the Union Territory of Jammu and Kashmir (UT of J&K) and Union Territory of Ladakh (UT of Ladakh), except those matters specifically allotted to any other Ministry/Department of the Government of India.
The Judicial Wing deals with constitutional and legal matters requiring the President’s approval, including assent to State Bills, ordinances, and Governor-made regulations under relevant constitutional provisions. It handles legislative issues relating to the Bharatiya Nyaya Sanhita, 2023 and the Bharatiya Nagarik Suraksha Sanhita, 2023. The Wing processes mercy petitions under Article 72, including pardon, remission and reprieve cases. It examines proposals for sanction of prosecution and premature release of prisoners under BNSS provisions.
This Division was created w.e.f. October 19, 2006 in the Ministry, to effectively address the Left-Wing Extremist insurgency in a holistic manner. The LWE Division implements security related schemes aimed at capacity building in the LWE affected States.
The North Eastern Region (NER) comprises of eight States viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. This region is culturally and ethnically diverse having more than 200 ethnic groups which have distinct languages, dialects and socio-cultural identities.
Division functions as the cadre-controlling authority for the Indian Police Service (IPS). It is also entrusted with matters relating to the conferment of the President’s Medals for Gallantry, Meritorious Service, Distinguished Service, Kendriya Grihmantri Dakshata Padak, etc., among other responsibilities.
